If your modem is having problems, it may be related to the port that it's connected to. To see current settings - Click Start - Settings - Control Panel. Double-click Systems. Open Device Manager tab. Click on the Ports icon and make sure the port's speed, bits and other settings are correct. Check that the IRQs and COM port settings requested by internal modems are not conflicting with the COM ports identified by BIOS.

If you need to change IRQ to a specific value, select Control Panel /System / Devices then find and select the device on which you want to change the IRQ and click properties. Click the Resources tab, and 'Interrupt Request" with the current value is shown. Now Click Change Setting button, you will get a dialog box to change the interrupt and tell you immediately if your new choice conflicts with other equipment. You may not usually need this unless it is a special piece of hardware.

Windows automatically assigns IRQs for most available system hardware even if a peripheral didn't have one before. When you install a new, non-system device, like a sound card, make sure it doesn't request a previously assigned IRQ. Problems or "Conflicts" occur when a card gets assigned an IRQ that another piece of hardware might request. Don't install the DOS Plug-and-Play configuration utilities that come with some ISA Plug-and-Play hardware. These may cause conflicts.
