  Step 1:  Open Control Panel

From Windows Start, point to Settings and then to Control Panel. Double-click on the Modems icon.
  Step 2:  Add the Modem Again

Open a Report
From Modem Properties, click the Add button. Select the manufacturer and model of your modem, when directed to do so. Check your modem or PC manual, if you're not sure what model your modem is.
  Step 3:  Try Again to Connect

Open a Report
Try again to connect to your online service or Internet service provider as you normally do. Then try your fax software. You may want to uninstall and reinstall your fax software at this time. If the modem is still not responsive, contact the manufacturer or just try a different modem, as outlined in the next tutorial.
