Step 1:  Evaluate Other Phone Lines

If you have more than one phone line coming into your home or office to service more than one phone number, it's possible that one line may be better than another in terms of the "noise" present in the background. Self-installed second lines can be a common culprit in excessive noise. Check your phone lines. Determine which is quieter. If another line than the one you're using is quieter, proceed to Step 2.
  Step 2:  Swap the Lines

Disconnect the modular plug coming into the back of your analog modem, and exchange it with the modular plug terminating the end of the other phone line you want to try.
  Step 3:  Test Your Connection

Dial out to your Internet service provider as you normally would; see if the connection speed registers at or above your previous rate. If the connection speed is worse than it used to be, retry once or twice. If the speed continues to be less, proceed to Step 4. Then set up a fax, let it dial up a fax number, and see how well you do there. Remember that speeds with faxing are much lower; a 9600 bps connection is not uncommon.
  Step 4:  Swap Back Lines

If your connection speed is even lower with the exchanged line, reverse the process of switching your lines to return to your previous phone line.
