  Step 1:  Check Monitor Connections

Open a Report
Check the connections to and from the monitor to make certain they are firm and secure.
  Step 2:  Wiggle Cable

Open a Report
Try wiggling the monitor cable while keeping an eye on the monitor display. If wiggling the cable temporarily clears the blue tint, obtain a new monitor cable and install it in place of the current one.
  Step 3:  Try Monitor Elsewhere

If Step 2 offers no improvement, try moving the monitor to another PC. If the blue tint displays when installed to another PC, there may be something wrong with the internal monitor electronics. If the blue tint disappears when the monitor is plugged into another PC, replace the video card on your PC.
  Step 4:  Service Evaluation

Contact the monitor manufacturer for recommendations or take your monitor in to an authorized service technician for evaluation.
