  Step 1:  Open Control Panel

Open a Report
From Windows Start, point to Settings and then to Control Panel.
  Step 2:  Select Keyboard Properties

Open a Report
From Control Panel, double-click the Keyboard icon, and select the Speed tab.
  Step 3:  Adjust Blink Rate

Open a Report
At the bottom of the Speed window, you'll see a slider bar. Move the slider bar to the right to increase its speed. Click OK.
  Step 4:  Recheck and Adjust

Open a Report
Use your system with the cursor blink adjusted for a bit, and see if you've found a comfortable match. If not, repeat Steps 1-3 until you find the cursor blink rate that is comfortable for you.
