No Video When Connecting Monitor to an ATI Radeon 9600 Graphics Card

ISSUE: There is no video displayed when connecting the monitor to an ATI Radeon 9600 graphics card. This issue only occurs when you connect a monitor to the graphics card while the computer is already turned on.

RESOLUTION: To resolve this issue, plug the monitor in prior to turning on the computer.
