Q: After connecting a new Universal Serial Bus (USB) device to my computer (that did not have any USB devices), why does Windows XP not detect the new device?

A: This problem may occur because when no device is connected to a USB port, the USB driver sets the OHCI controller to suspend. When the OHCI controller is in a suspend state, it cannot always detect when you add a new USB device to the computer.
